A student group at Delhi University’s College of Vocational Studies has submitted a memorandum seeking stronger safety measures for women students, including regular self-defence workshops, better lighting, additional CCTV cameras and increased police patrolling around the campus in south Delhi.
The Akhil Bharatiya Vidyarthi Parishad unit at the college submitted the memorandum to principal Professor Shiv Kumar Sahdev. The demands include organising self-defence training workshops in coordination with the Delhi Police and conducting awareness programmes on women’s safety laws, emergency response and available helplines.
The group has also sought the installation of pink safety booths on campus, improved lighting within and around the college, additional CCTV cameras at sensitive locations and more frequent police patrols near the institution. It has asked the college administration to ensure prompt action on complaints and safety-related concerns raised by students.
The memorandum places responsibility for student safety across several parts of the urban safety system. While the college would be expected to address campus infrastructure, surveillance and complaint response, the proposed patrolling and training programmes would require coordination with the police. The demands also extend beyond the campus boundary to roads and surrounding areas used by students while travelling to and from the college.
College unit president Mohit Verma said student safety could not be treated as the responsibility of the college administration alone and that a secure environment required collective efforts by the police and society. The statement, as reported by Jagran, did not provide details of any specific incident at the College of Vocational Studies that prompted the memorandum.
The proposals combine preventive infrastructure with student awareness. Lighting and CCTV cameras are intended to improve visibility and monitoring at locations identified as vulnerable, while safety booths and police-linked workshops would provide more direct support and information. The memorandum also seeks awareness sessions so that students know the legal provisions and helplines available to them during an emergency.
The demands come as concerns over women’s safety continue to shape discussions about access to public and institutional spaces in Delhi. For college students, safety is not limited to classrooms or gates; it also includes the routes connecting campuses to public transport, accommodation, markets and other daily destinations. The memorandum specifically calls for measures both inside the college and in the surrounding area.
The ABVP unit said it would raise similar demands at other colleges in south Delhi by submitting memorandums seeking student safety measures and self-defence training. The report did not specify a timeline for the proposed workshops, the installation of safety booths or CCTV cameras, or any formal response from the Delhi Police.
